To the Stars Academy of Arts and Science (TTSA) is a US public-benefit corporation that launched on 2017-10-11 with a press release issued through Cision PR Newswire.1 Tom DeLonge, the musician known for the band Blink-182, officially announced the organisation’s formation as its president and chief executive officer (CEO) on a stage in Seattle.2 Its co-founders included Jim Semivan, who had recently retired from the CIA’s Directorate of Operations after 25 years as an operations officer;3 Harold E. Puthoff, a theoretical physicist who had previously led CIA and Department of Defence research into remote viewing;4 and Steve Justice, who had concluded a career as director of advanced systems at Lockheed Skunk Works just one month before the launch and took charge of TTSA’s aerospace division.5 Shortly after its founding, Luis Elizondo joined the organisation alongside Harold E. Puthoff and Christopher K. Mellon,6 with the stated aim of raising money for research into UFOs.7 Elizondo, who stated he had resigned from the Department of Defense (DoD) in protest at excessive secrecy around the UAP issue in the weeks before the launch,8 joined TTSA several days after that resignation.9 DeLonge held the title of co-founder and interim CEO;10 Mellon served as national security affairs adviser according to the company’s website.11

TTSA was structured as a public-benefit corporation in which investors funded an entertainment and publishing operation that was in turn intended to fund a scientific research component.12 Its stated triple directive encompassed fresh approaches to UAP science and engineering, educating the public and journalists, and generating film, television, and publishing content about Unidentified Anomalous Phenomena.13 At the TTSA Launch Seattle 2017, DeLonge claimed the organisation had a 60 per cent chance of demonstrating a major breakthrough in anti-gravity propulsion within approximately 36 months.14 Justice stated that TTSA was working on a revolutionary Advanced Electromagnetic Vehicle that could dramatically reduce travel limits of distance and time by altering the space-time metric.15 Mellon stated at the same event that the US government could verify events involving the USS Nimitz on 2004-11-14.16 Despite its scientific framing, a filing with the Securities and Exchange Commission identified the company as a Motion Picture and Video Tape Production concern,17 and the organisation had raised more than two million US dollars from investors by 2019.18

In mid-December 2017, TTSA posted the forward-looking infrared (FLIR) Tic Tac video and the Gimbal Video on its website.19 That same month, TTSA worked with journalists Leslie Kean, Ralph Blumenthal, and Helene Cooper to publish articles in The New York Times acknowledging that the United States Government had been examining UAP, an event described as removing stigma from the UFO topic.20 In March 2018, TTSA posted the Go-Fast video, a 34-second clip captured by a US Navy FA-18 showing a white oval shape moving at apparent high speed very low over the water.21 In October 2019, TTSA announced a Cooperative Research and Development Agreement (CRADA) with the US Army Combat Capabilities Development Command,22 with reports indicating the partnership would involve research into alleged metamaterials that TTSA’s sources claimed had been obtained from crashed craft.23 As part of related activity, Tom DeLonge sold six Art’s Parts Samples to TTSA for US$35,000 in 2019, a transaction disclosed to the Securities and Exchange Commission.24

TTSA announced on Twitter in 2019 that it had acquired multiple pieces of metamaterials reported to have come from an advanced aerospace vehicle of unknown origin;25 however, the photograph used to promote that announcement was subsequently identified as a downloadable commercial stock image of a natural layered stone called malachite.26 Questions about the provenance of the materials were also raised by Elizondo himself, who cautioned in an October 2019 interview on Fox News that some of the material’s provenance was “frankly hearsay.” The TTSA Metamaterials Twitter Announcement 2019 drew considerable scrutiny from researchers and commentators, including John Greenewald Jr., who had previously sought clarification from TTSA spokesperson Kari DeLonge about Elizondo’s role in the Advanced Aerospace Threat Identification Program (AATIP).

The TTSA Implosion 2020 saw the organisation suffer a significant series of departures. In late 2020, Christopher K. Mellon, Luis Elizondo, Steve Justice, and subsequently Harold E. Puthoff all left the organisation.27 DeLonge announced that TTSA would scale back its science and technology commercialisation efforts and place greater emphasis on its entertainment business.28 Elizondo stated that DeLonge had telephoned him just before Christmas 2020 to end their business relationship, citing insufficient revenue.29 Elizondo subsequently confirmed that Mellon, Puthoff, and Justice also departed after he left.30 The Advanced Aerospace Threat Identification Program (AATIP) investigation pursued by journalists and researchers throughout TTSA’s operational period continued to generate dispute about the precise roles its personnel had held in government, a matter documented in the Elizondo Advanced Aerospace Threat Identification Program (AATIP) Claims Investigation.
