David Fravor

Retired United States Navy Commander and naval aviator best known as the primary eyewitness to the 2004 Nimitz Anomalous Aerial Vehicle encounter.

David Fravor is a retired Commander in the United States Navy who served as a naval aviator for 18 years before retiring after 24 years of total military service.1 Before entering the Navy, Fravor was enlisted in the Marines, who recommended him for the Naval Academy.2 He holds an undergraduate degree in oceanography3 and an MBA from the University of Houston.4 His early flying career was spent on A-6 Intruder (aircraft) aircraft on the west coast, stationed at Naval Air Station Whidbey Island, Washington.5 He subsequently attended the Navy Fighter Weapons School — commonly known as Top Gun — in 1997, Class 4,6 graduating with honours according to Luis Elizondo.7 Fravor later commanded Strike Fighter Squadron 41 (VFA-41), known as the Black Aces, which comprised 12 aircraft and several hundred personnel.8

In November 2004, at the time of the events for which he is principally known, Fravor had held command of VFA-41 for only one month, making him the most junior Commanding Officer at the O-5 level in the Navy at that time.9 On 2004-11-14, he served as pilot of an F-18F Super Hornet (aircraft) with the callsign FASTEAGLE 01.10 Strike Fighter Squadron 41 (VFA-41) was attached to Carrier Air Wing 11 and embarked aboard USS Nimitz, which was conducting a workup cycle in preparation for a combat deployment to the Persian Gulf in support of ground forces in Iraq.11 During a scheduled air-to-air training exercise, Fravor’s two-aircraft flight was handed off to USS Princeton and received vectors towards an unknown contact.12 USS Princeton had reportedly been tracking anomalous objects on its Aegis combat system for approximately two weeks prior to this date.13

Upon arriving at the intercept location off the coast between San Diego and Baja California, Fravor’s first visual indication of the contact was a disturbance on the ocean surface below — frothy, boiling-looking water — beneath an object he would later describe in detail.14 All four aircrew in the two F-18F Super Hornet (aircraft) observed a small white object moving abruptly over the Water Disturbance with no rotors, rotor wash, or visible flight control surfaces.15 Fravor described the AAV as approximately 14 metres long, shaped like an elongated egg or “Tic Tac”, and uniformly white across its entire body with no wings, windows, markings, or visible propulsion.16 He stated it appeared to hover, using the phrase “holding like a Harrier”.17 Fravor detached the wingman aircraft — FASTEAGLE 02, flown by Alex Dietrich — to hold high cover at approximately 6,100 metres while he descended to intercept.18 As he descended, the Anomalous Aerial Vehicle (AAV) appeared to reorient its longitudinal axis toward his aircraft and began to climb to meet him,19 before accelerating away at supersonic speed and disappearing. USS Princeton subsequently reported the object had reappeared at Fravor’s pre-briefed combat air patrol point.20 Fravor assessed that the AAV had travelled approximately 97 kilometres in under one minute.21

Fravor confirmed that no video footage was captured during his visual encounter; all four crew members observed the object with the naked eye only.22 A subsequent flight, launched after Fravor’s debriefing, included Chad Underwood, who recorded the forward-looking infrared (FLIR) video of the AAV that was later released by the US Government.23 Fravor stated that a radar tape from the APG-73 Radar — which reportedly showed active jamming of the aircraft’s radar during Underwood’s intercept — was never publicly released and its whereabouts remain unknown.24 The 2004 Nimitz UAP Encounter was never officially investigated and none of Fravor’s crew were ever formally questioned in the immediate aftermath.25 It was not until 2009 that Jay Stratton, described by Fravor as part of the Advanced Aerospace Threat Identification Program (AATIP) led by Luis Elizondo, contacted Fravor to investigate the incident.26

Fravor’s public profile grew substantially from 2016 onwards. Luis Elizondo contacted Fravor in 2016,27 and To the Stars Academy of Arts and Science subsequently worked with journalists to publish articles in the 2017 NYT Pentagon UAP Article in December 2017, bringing the Nimitz incident to wide public attention.28 Fravor was interviewed on Fox News on 2017-12-20,29 and later participated in a 60 Minutes story on UAP alongside Luis Elizondo, Alex Dietrich, and Christopher Mellon.30 In July 2023, Fravor delivered sworn written and oral testimony at the Fravor House Oversight Committee Unidentified Aerial Phenomena (UAP) Testimony, 2023 alongside Ryan Graves and David Grusch.31 In that testimony, Fravor assessed the AAV as far superior in performance to his F/A-18F and as not operating under any known aerodynamic principles applicable to objects flying in Earth’s atmosphere,32 and called for greater congressional oversight of any programmes relating to UAP technology. Fravor has stated that he came forward publicly in part because a friend told him he was the one person who could not be discredited, and that his testimony would lend credibility to reporting on the subject.33 He has consistently characterised himself not as a UAP enthusiast but as an expert witness on the basis of direct observation.34

  19. As Fravor descended, the AAV appeared to reorient toward his aircraft and began climbing to meet him.
    “They began the decent as they rolled in from about 10,000ft and approximately 350 knots to take the object close aboard. CDR Fravor pulled nose on and then pulled trail (aft) of the object. As they were maneuvering, the object appeared, according to CDR Fravor: "to recognize us." He assessed this from the fact the object "pointed" (realigned it's axis) in the direction of their aircraft. At this time, according to CDR Fravor, the disturbance on the water ceased.”

  20. The AAV accelerated quickly and disappeared at supersonic speed; USS Princeton later reported it had reappeared at Fravor's CAP point.
    “As they completed this maneuver, the object ascended quickly and pulled lift vector on and aft of them at a supersonic speed. CDR Fravor commanded the radar through the Short Range radar set and asked for a picture from Poison. Poison initially reported that the "picture was clean" (no contact) but then stated "you're not going to believe this, its at your CAP" meaning that the AAV had flown to their training CAP, which was located in the southern end of the training area and had climbed to approximately 24,000 feet.”
