Eric Davis

American physicist and UAP researcher who worked with AATIP and is widely known as the alleged author of the Wilson/Davis memo.

Eric Davis is an American physicist who has worked across several of the most prominent institutional frameworks for UAP research in the United States. He began his career in the field in July 1996, when he joined Robert Bigelow’s National Institute for Discovery Science after seeing an advertisement in a physics magazine whilst on secondment from the University of Maryland at a US Air Force fighter wing in South Korea.1 He subsequently worked as a contractor for the Advanced Aerospace Weapon System Applications Program (AAWSAP) and the Advanced Aerospace Threat Identification Program (AATIP) alongside Harold E. Puthoff, remaining one of only three contractors — together with Puthoff and William Livingston — who continued to work with the programme after it was relocated.23 He has been described by Luis Elizondo as having a career operating behind the scenes on highly classified programmes, and as essential to understanding how UAP operate.45

During his time with the National Institute for Discovery Science, Davis participated in the NIDS Skinwalker Ranch Investigation at Skinwalker Ranch in Utah. In September 1996, he reported observing a craft descend through a kitchen window, with its amber light dropping below tree level and remaining at ground level for approximately half an hour.6 In November 1996, Davis and Colm Kelleher reported observing a similarly lit craft emerge from above a nearby bluff and execute a sharp 90-degree turn at high speed directly above them.7 Davis also reported, together with Kelleher and the ranch manager, observing a large creature jump from a tree; the ranch manager allegedly fired multiple shots into it at close range without apparent effect, and the creature departed without leaving footprints.8

Davis is widely known in UAP research circles as the alleged author of the document referred to as the Wilson Davis Memo, sometimes called the “EWD Notes”.9 The document purports to record a private meeting between Davis and then recently retired Defense Intelligence Agency (DIA) Director Vice Admiral Thomas R. Wilson on 2002-10-16 in a parked car in a Las Vegas office building car park, in which Wilson allegedly disclosed his attempts to gain access to Special Access Programs relating to UAP.10 Davis’s notes of the meeting are held in the Edgar Mitchell archive and are dated 2002-10-16.11 Harold E. Puthoff referred at a February 2020 address to Wilson as “one of the joint chiefs of staff interviewed by my senior scientist colleague Eric Davis”.12 Wilson issued a strong denial in June 2020, stating he participated in no such meetings, never requested access to Special Access Programs related to UAPs, and that the accounts attributed to him were “pure fiction”.13 Davis, for his part, described the notes as “purportedly classified information” and stated he was not at liberty to confirm or verify any aspect of them.14

Davis has made a series of public and semi-public statements concerning Non-Human Craft Recovery Programs. In a July 2020 interview with The New York Times, he stated that the US held recovered physical UAP samples, that examination had failed to determine their origin, and that “We couldn’t make it ourselves."15 He also disclosed to the Times that in March 2020 he had given a classified briefing to a Department of Defense (DoD) agency about retrievals from “off-world vehicles not made on this earth”.16 In a separate exchange with journalist James Iandoli, Davis endorsed statements made by Luis Elizondo regarding recovered UAP technology hardware as “1,000% accurate”, while citing national security non-disclosure agreements as preventing further comment.17 Davis also reportedly provided private briefings to Congressional staff on these matters.18

In interviews with George Knapp on Coast to Coast AM, Davis stated that the BAASS/AATIP investigation into UAP had concluded that the objects observed were “real vehicles”, “under intelligent control”, and represented “an advanced technology” not manufactured on Earth by humans.19 He further stated that the UAPs had interfered with military deployments both at sea and in the air.20 Davis explained that the “threat” designation in AATIP reflected this pattern of interference with military operations.21 He also cited several alleged crash retrieval cases in this context, including the Roswell UAP Crash and the Del Rio UAP Crash 1950.2223 A paper attributed to Davis, found in Edgar Mitchell’s archive, described UAP mimicry techniques including entering the atmosphere disguised as meteors, concealing within clouds, behaving as stationary pseudo-stars, or mimicking man-made aircraft.24 Davis was hired by the Aerospace Corporation in December 2019.25
