Harry Reid

United States Senator (1987–2017) and Senate Majority Leader who was the primary congressional sponsor of the Pentagon's Advanced Aerospace Threat Identification Program (AATIP).

Harry Reid served as a United States Senator for Nevada from 1987 to 2017, rising to become Senate Majority Leader, and served on the Senate Select Committee on Intelligence.1 During his tenure, Reid visited Area 51 air force base in Nevada and developed a long-standing interest in space phenomena.1 According to Reid, his interest in UFOs was prompted by his friendship with entrepreneur Robert Bigelow.2 Around 2007, Bigelow informed Reid that an official from the Defense Intelligence Agency (DIA) had approached him seeking to visit his Utah ranch, where Bigelow conducted research.3 Shortly afterwards, Reid met directly with DIA officials and learned they wished to establish a formal UFO research programme.4

Reid subsequently worked to secure congressional funding for what would become the Advanced Aerospace Weapon System Applications Program (AAWSAP) and the Advanced Aerospace Threat Identification Program (AATIP). He approached senators Ted Stevens and Daniel K. Inouye to secure US$22 million for a UAP study,5 summoning both to a secure room in the Capitol to discuss the proposed programme.6 Reid later described that meeting as “one of the easiest meetings I ever had."7 The Pentagon Advanced Aerospace Threat Identification Program (AATIP) UFO Program, 2007–2017 was initially largely funded at Reid’s direction;8 at his direction, the Defence Appropriations Acts of Fiscal Years 2008 and 2010 appropriated $22 million for the DIA to assess long-term foreign advanced aerospace threats.9 The majority of that funding went to an aerospace research company operated by Robert Bigelow, a billionaire entrepreneur and longtime friend of Reid.10 Reid, Stevens, and Inouye did not seek a public debate on the Senate floor about the funding, which Reid described as “black money” drawn from the Pentagon’s classified programmes budget.11

By 2009, Reid judged that the AATIP programme had produced sufficiently significant results to warrant heightened security protections, citing “several highly sensitive, unconventional aerospace-related findings."12 On 2009-06-24, Reid wrote to then Deputy Secretary of Defense William Lynn III requesting that the programme be designated a DoD Special Access Program.13 This request, formalised in the Reid Harry 2009 AATIP Special Access Program Memo, was ultimately rejected by the Pentagon.14 The 2009 Harry Reid SAP Request subsequently became a point of public controversy during disputes over the role of Luis Elizondo in AATIP, with Reid’s memo cited by some as evidence of Elizondo’s involvement and with an official letter from Reid said to counter Pentagon denials of that role.19,20

Reid was publicly supportive of the AATIP programme following its disclosure. In 2017, he stated: “I’m not embarrassed or ashamed or sorry I got this thing going. I think it’s one of the good things I did in my congressional service."15 He also expressed the view that UFO sightings went underreported within the military because service members feared being laughed at or stigmatised.16 On the question of the objects’ origin, Reid maintained a cautious position, stating: “If anyone says they have the answers now, they’re fooling themselves. We do not know."17 Reid separately told The New Yorker that he had been informed for decades that Lockheed held retrieved materials, and that he had sought classified approval to examine them but had been denied.18

Reid supported UAP disclosure efforts in the final years of his life, during which he was battling pancreatic cancer. He died on 2021-12-28, one day after President Biden signed UAP legislation into law.22 Senator Chuck Schumer subsequently stated that he honoured the legacy of his mentor Harry Reid by continuing to fight for transparency on unexplained phenomena.23
