Immaculate Constellation

Immaculate Constellation is the name of an alleged top-secret program for handling classified US government material on Unidentified Anomalous Phenomena (UAP), whose existence was reported publicly for the first time by journalist Michael Shellenberger in an in-depth report he published on 2024-10-09 on his platform Public.¹ Speaking about the story afterwards, Chris Ramsay described it as a top-secret parent program that had recently been divulged in the news.² Shellenberger said he was warned that revealing the name would probably result in him being placed under surveillance,³ and said he had the name confirmed by a second source.⁴

According to Shellenberger, his report concerns a new whistleblower, either a government employee or a government contractor, who wrote a report and provided it to members of the United States Congress.⁵ Shellenberger said the report claims the United States Department of Defense (DoD) is illegally withholding information from Congress about a secret UAP program called Immaculate Constellation, which the whistleblower describes as a parent program of other, subordinate programs.⁶ Chris Ramsay, discussing the report, said it states that Immaculate Constellation handles classified materials related to UAP encounters⁷ and reportedly operates under an unacknowledged special access program (USAP).⁸ Ramsay also said the program was reportedly initiated in 2017, following the DoD’s admission of the Advanced Aerospace Threat Identification Program (AATIP).⁹ Ramsay noted he had not himself been shown the underlying whistleblower report that Shellenberger’s piece is based on.¹⁰

Per Ramsay’s account of the report, Immaculate Constellation reportedly tracks, retrieves and archives data on UFO sightings and encounters,¹¹ including a case involving orbs swarming an F-22 Raptor.¹² Ramsay said the material reportedly includes imagery such as forward-looking infrared (FLIR) footage, full-motion video (FMV), and other surveillance footage documenting UAP encounters.¹³ Separately, David Grush never mentioned Immaculate Constellation, according to Ramsay.¹⁴

At the 2024 United States congressional hearing on UAPs (13 November), members of Congress reportedly received the Immaculate Constellation document only minutes beforehand, leaving them no time to review it.¹⁵ The document does not contain any content about hybridisation.¹⁶

In a later discussion, Immaculate Constellation was described as an activity of the National Security Council, established in 2017, said to hold a dataset connected to Avi Loeb’s council.¹⁷ Avi Loeb himself said Immaculate Constellation was mentioned in Congress.¹⁸
