The statement records Dylan Borland’s account of his professional background and alleged knowledge concerning Unidentified Aerial Phenomena (UAP). He said that he served as a “1N1” geospatial intelligence specialist in the United States Air Force from 2010 to 2013,1 and later worked as a Senior Analyst for BAE Systems and [Intrepid Solutions and Services].23 He described expertise in analysing video, radar and advanced electro-optical imagery for official identification of aerial, naval and ground order of battle.4 He also said that he testified to the Intelligence Community Inspector General (ICIG) and the All-domain Anomaly Resolution Office (AARO) concerning craft and technologies commonly known as Unidentified Flying Object (UFO) or UAP.5 In his account, such craft and technologies reportedly operated without Congressional oversight.6

A central section concerns the Dylan Borland’s 2012 Langley Air Force Base triangular craft sighting at Langley Air Force Base. Borland said he was stationed there from 2011 through 2013, conducting continuous operations using manned and unmanned aerial vehicles in support of the Global War on Terror (GWOT).7 He described seeing an approximately 30-metre-long equilateral triangular craft near a NASA hangar at about 01:30, coming within approximately 30 metres of him.8 He said it interfered with his telephone,9 made no sound,10 and appeared to have fluid or dynamic material.11 He further said it remained above him for a few minutes before rapidly ascending to commercial jet altitude in seconds,12 without kinetic disturbance, sound or wind displacement.13 Borland said that, years later, a sensitive position gave him access to classified information from the UAP legacy crash retrieval program.14 He said retaliation led him to become a whistleblower in March 2023,15 meet AARO later that month,16 and attend an ICIG intake interview in August 2023 following David Grusch’s testimony; he said the interview was video recorded under oath.1718 The source therefore matters as a first-person statement linking an alleged sighting, claimed classified programme access and formal oversight disclosures, while also recording Borland’s claim that he was subsequently prevented from returning to prior employment and blacklisted by some intelligence agencies.19
